project: add flatpak ci and flathub manifest

Enable Flatpak in Wiswa, add sh.tat.baldwin.yml, and run a matrix build on
tag and master pushes. Teach Publish and Release to wait on the Flatpak
workflow and include the manifest in commitizen version_files.
