More quirks: digit-ordinal weekday, weekday-prefix time=0, tiny numeric TZ

- "1st Monday of December 2008" / "2nd Tuesday of June 2023" — digit-form
  "Nth <weekday> of <Month> <Year>" now replicates PHP's quirky shape: day=1
  anchor, weekday=N relative, no day offset, plus the "Unexpected character"
  + "The timezone could not be found in the database" error pattern and
  is_localtime=true zone_type=0. Word-form ("first Tuesday …") retains the
  plain semantics.
- parseDayMonthYear records hour/minute/second/fraction=0 when a weekday
  prefix is present, matching PHP for inputs like "Saturday, 31 December".
- parseBareNumericOffsetInto accepts single-digit "+0" / "-0" / "+5"
  bare-offset forms.
