Quirk: "Nth of <Month> <Year>" emits PHP's error/warning pattern

parseOrdinalOfMonthYearInto detects "4th of July 2023" style inputs and
reproduces PHP timelib's quirky shape: day=1 (the ordinal is discarded),
"Double timezone specification" warning at position len(token)+1, and
sequential-key errors (one "Unexpected character" per ordinal digit,
followed by "The timezone could not be found in the database"), with
is_localtime=true, zone_type=0.

Suite: 377 PHP parity cases.
