Refresh workflows (upload-artifact v7.0.1, action-gh-release v3, QA
mypy on Python 3.14 only). Update release agent step order, shell cwd
guidance, and Python rule clarifications.

Bump pre-commit uv hook, cspell, and Python pins; add hatch sdist/wheel
targets and ty; adjust Ruff ignores and coverage omit paths.

Sync README and docs badges, exclude CHANGELOG from Jekyll, refresh VS
Code recommendations and dictionary, bump CITATION date, and regenerate
lockfiles.
