project: consolidate assistant rules under .claude

Relocate coding rules into .claude/rules and retire duplicate .cursor
rules and Copilot instruction copies. Refresh AGENTS.md and CLAUDE.md so
edits start from that tree. Add markdownlint, prettier, and spelling
workflows; update agents, dependabot, pre-commit, Wiswa config, and
lockfiles. Silence bandit S607 for the metaflac subprocess invocation.
Bump the Keep a Changelog documentation link and dictionary entries.
