Support ordinal weekday expressions without explicit month context

Add parsing for "N weekday" (e.g., "3 tuesday") and "Nth weekday"
(e.g., "third tuesday") which count forward from the base date, and
"Nth weekday of this month/year" (e.g., "third tuesday of this month")
which finds the Nth occurrence within the calendar month. Numeric
ordinals preserve base time; word ordinals reset to midnight.
