Support trailing time on month, ordinal, and first/last day expressions

Five parser paths silently dropped or rejected a trailing HH:MM time:
month-only ("october 23:00"), first/last day of + month ("first day of
January 2011 09:00"), ordinal weekday of + month ("first monday of
January 2011 09:00"), and bare hour with am/pm after a relative weekday
("next monday 10am"). Each now consumes the trailing time and applies
it to the result, matching PHP strtotime().
