fix: only increment boot count on WiFi timeout, not every boot (#91)

move nv_config_increment_boot_count() from app_main (fires every boot)
to wifi_connect_sta timeout path (fires only on genuine WiFi failure).
prevents flash/power-cycle from accumulating boot_count and triggering
unintended AP fallback.
