fix(act): harden framework with correctness and safety fixes

- Fix expectedVersion falsy coercion (|| → ??) so version 0 is respected
- Require named functions for reaction/projection handlers to prevent silent overwrites
- Fix ack() returning hardcoded empty `by` field instead of actual lease holder
- Throw on conflicting snap strategies during partial state merge
- Await cache invalidation on concurrency errors instead of fire-and-forget
- Fix `is_avaliable` typo → `is_available`
- Remove unused `leased_at` column from PostgreSQL schema and inspector
