feat: add diagnostics page with live log streaming and device reboot (#76)

- SSE log streaming via /api/logs with ring buffer capture
- client priority: external (curl/cli) preempts browser, not vice versa
- /api/logs/status endpoint for browser to detect external clients
- diagnostics tab with auto-scroll log panel and reboot button
- log_stream component with static ring buffer (zero heap allocation)
- host-side unit tests for log_stream_format
