[new xclim] Remove legacy sdba stuff (#2342)

### What kind of change does this PR introduce?

* Removes imports, doc and other stuff related to the previous presence
of `sdba` inside xclim. `xsdba` is now a strong independent package.

### Does this PR introduce a breaking change?
Yes, but the deprecation was announced a long time ago!

This will allow #2258  to pass.
