fix: surface config parse errors instead of silently skipping NVS (#8)

distinguish file-not-found (skip NVS gracefully) from YAML parse
errors (report to user). previously, invalid config (e.g. tab
indentation) was swallowed as "No config found", causing silent
fallback to AP provisioning mode.
