support plumbing --uploaded-prior to Pex/Pip (#23221)

NOTE: This is intentionally a straight pass through of string values.
When I started writing this Pip expected dates, before I finished Pip
accepted dufrations, and the details may further change in the future.

LLM: I pointed a LLM at the last few similar addition and followed the
same pattern. Unfortunately most of the code remains futzing with
metadata lockfiles
