project: harden pytest conftest for portage cwd edge case

Add recover_stale_process_cwd so Path.cwd() failures (removed process cwd
under aggressive pytest tmp_path retention, e.g. Gentoo Portage) do not
break monkeypatch.chdir.

Ship the same fixture from tests/conftest.py.j2. Clarify multiline docstring
delimiter wording in python rules (static mirror included). Document in
CHANGELOG. Add chdir to the cspell dictionary.
