Set LeaderElectionNamespace from POD_NAMESPACE in operator (#4637)

Without an explicit LeaderElectionNamespace, controller-runtime falls
back to detecting the namespace from the service account token mount.
If that detection fails, it defaults to the "default" namespace, where
the namespace-scoped leader election RBAC Role does not exist, causing
leader election to fail.

The POD_NAMESPACE env var is already injected via the Kubernetes
downward API in the Helm deployment template. Move its lookup earlier
and wire it into the manager options so the lease is always created in
the correct namespace.
