fix(sidecar): read package version without import.meta for CJS build

Replace createRequire/import.meta in constants with readFileSync(join(__dirname, "..", "package.json")) so `tsc -p tsconfig.build.json` succeeds when the package emits CommonJS (fixes prepublish/CI).

fix(ci): pass --allow-dirty to jsr publish after rewrite + bun install

Document why: sidecar prepublish dirties package.json and bun.lockb vs the tag.

chore(vscode): depend build:vsix on build:cli so workspace-linked @forst/cli has dist/ types before VSIX compile.

Refresh bun.lockb.
