chore(release): ship @forst/cli from npm for sidecar and VSIX

- Sidecar: run the workspace→^semver rewrite in prepublishOnly, refresh the repo with `bun install --cwd ../..`, then sync-jsr-version and build so published tarballs never list `workspace:*`; publish-packages workflow runs a non-frozen `bun install` after the rewrite for npm and JSR jobs so the lockfile matches registry deps.
- VS Code: `task build:vscode` depends on `build:cli` for types; `task build:vsix` performs rewrite, `bun install`, compile, vsce, and `git checkout` to restore `package.json` and `bun.lockb`; release workflow relies on that task instead of duplicating rewrite/install steps.
- Extend the rewrite script header and vscode-forst README to describe dev (workspace) vs production (registry) behavior; refresh bun.lockb.
