feat: ota pull-based update with status endpoint (#45)

- add /api/ota/check, /api/ota/update, and /api/ota/status HTTP endpoints
- let esp_https_ota follow GitHub 302 redirects natively
- increase HTTP TX buffer to 2048 for long CDN URLs with SAS tokens
- enable custom partition table for OTA dual-partition layout
- use dev-timestamp versioning for local builds
