ci(vscode): ship extension on vscode-forst-v* releases, not compiler v*

Add Release Please package packages/vscode-forst (include-component-in-tag) and
manifest entry; stop bumping the extension from the root go release. Remove
build:vsix from task build:release and drop Bun/cache + Open VSX steps from
release.yml. Add publish-vscode-extension.yml to package the VSIX, attach it to
the GitHub Release, and publish to Open VSX when OVSX_PAT is set. Document the
split in README, ROADMAP, and vscode-forst README; exclude vscode-forst from
sidecar release paths. Bump extension package to 0.1.0 and shorten displayName to
"Forst".
