utils: template markdown rule and shared template writer

Render the Markdown Claude rule from templates with a conditional
GitHub Pages/Jekyll bullet when using_github. Drop the static
markdown.md copy, add _write_rendered_template, and use if/else when
queueing Python-only agents on non-Python projects. Update tests and
changelog.
