ci: bump backend to 1.29.0 (#854)

1.28.2 predates the config centralization in #835 and crashes at startup
because TYPEORM_SSL_CACERTS has no default in that version, causing
readFileSync to receive undefined when TYPEORM_SSL_ENABLED=true.

1.29.0 includes the centralized Config class which falls back to
/etc/ssl/certs/ca-certificates.crt when TYPEORM_SSL_CACERTS is unset.
