fix: gate Stripe controllers on stripe.enabled config flag

StripeService now throws at construction when STRIPE_PRIVATE_KEY is
absent (introduced by the config centralisation in #835). Guard both
StripeController and StripeWebhookController behind config.stripe.enabled
so the app and tests start cleanly when Stripe is not configured.
