Use gotz for timezone resolution and preserve abbreviation names

Replace time.LoadLocation with gotz embedded IANA data for system-independent
timezone loading. Change Australian/Asian abbreviations (JST, AEST, etc.) from
mustLoadLocation to FixedZone so parsed abbreviations like "EST" are preserved
in the result rather than being resolved to IANA names like "America/New_York".
