Add C++17 compatibility with conditional C++20+ features

CMake-time feature detection determines availability of concepts,
three-way comparison, constexpr destructors, and [[no_unique_address]].
Headers use conditional compilation to provide SFINAE fallbacks and
explicit relational operators when C++20 features are unavailable,
following the Beman Standard [CPP.NO_FLAG_FORKING] requirement.
