Remove stale opflexOdevs

After a TOR reboot, opflexODev delete notifications may not be
received, leaving stale entries in the controller's cache. These
stale entries cause incorrect aci-annotations for the node.
This change detects and removes stale opflexODev entries based on
their modTs value.
