[test] Add make ci-local to run full CI flow locally

  Add ci-local.sh that manages postgres and yugabyte containers,
  runs all CI test steps, and cleans up on exit. Replace the native
  yugabyte install scripts with Docker-based versions. Remove the
  stale ci-flow.sh. Fix flaky loadgen abort assertion.
