feat(versioning,bolt,macos): unify version source and add Bolt announcement compatibility override

add shared build metadata module with embedded VERSION and helpers for display/version announcement
introduce sync-version build step that updates canonical version from git tags, with VERSION=x.x.x override support
inject commit/build time via ldflags across build targets and use shared version in CLI version/startup output
include version metadata in status responses (version, commit, build_time) and surface it in the UI header
replace hardcoded Bolt HELLO server string with shared default announcement and configurable override
add server config/env/yaml support for Bolt announcement override (NORNICDB_BOLT_SERVER_ANNOUNCEMENT)
wire Bolt config from main startup path and extend Bolt/config/status tests for new behavior
stamp macOS app bundle version from resolved build version and show it in first-run wizard + About menu
pass resolved version into macOS packaging scripts for consistent installer/app metadata
update README badge, example config, and ops docs for versioning and Bolt compatibility usage
include updated built UI artifacts and documentation formatting refresh
