Fix crdref-gen task to work from the repo root (#4475)

* Fix crdref-gen task to work from the repo root directory

The crdref-gen task used relative paths (../../) that only worked when
run from cmd/thv-operator/. Replace them with {{.ROOT_DIR}}-based
absolute paths so the task works correctly from any directory.

* Remove working-directory from CI crdref-gen step

The previous commit changed Taskfile paths to use {{.ROOT_DIR}}, but
ROOT_DIR resolves to the entry-point Taskfile directory. With
working-directory set to cmd/thv-operator, ROOT_DIR resolved to
cmd/thv-operator/ instead of the repo root, causing all paths to be
wrong. Since the root Taskfile includes the operator Taskfile with
flatten: true, crdref-gen is available from the repo root directly.
