feat: BlockchainRpc service — direct marscoind, no Electrum/Pebas

New app/Services/BlockchainRpc.php wraps all marscoind RPC calls:
- getBalance() via scantxoutset
- getUtxos() for UTXO selection
- getTransactionHistory() via scantxoutset + getrawtransaction
- broadcast() via sendrawtransaction
- getBlockCount()

Replaced Pebas calls:
- AppHelper::getMarscoinBalance() now uses RPC first, explorer fallback
- ApiController::marsUtxoMulti() tries RPC with address list
- New /api/broadcast endpoint for direct tx broadcast via marscoind

The Martian Republic now only depends on a local full node + IPFS.
No secondary Electrum server needed. Pebas remains as a fallback
but is no longer required for core wallet operations.
