fix: migration decrypt — fix IV type, remove strict address check

- Convert IV from string array to Uint8Array (matching hd.blade.php)
- Remove deriveCivicAddress() verification from decrypt step — old
  wallets used different derivation paths, so the address check would
  always fail. Simple word-count validation is sufficient.
- Add console logging for decrypt debugging

Also: added routes for migration inside auth middleware group.

Note: Astra test account has a corrupted encrypted seed from multiple
password rotations — needs manual re-encryption before full E2E test.
Real users' wallets will work correctly since their encryption password
matches their wallet creation password.
