task: fallback to sorting by id if milestoneid and sortorder are equal (#11712)

In addition, this also changes feature_strategy ids to ulids instead of
random uuid, increasing our collision chance slightly
(https://zendesk.engineering/how-probable-are-collisions-with-ulids-monotonic-option-d604d3ed2de),
but with the added advantage of being sortable.
