Commit Message

change behavior for default scratch space sc (#4054)

Previously if ScratchSpaceStorageClass config was not defined,
scratch PVCs would always use the default storage class.
Change this behavior to instead inherit the storage class
from the target resource if scratch space config not set.

Modify tests to expect this new behavior and remove test cases
that have become redundant in cdiconfig_test
