dev: Decouple topic pinning from topic identity (#44)

- Allow pinning multiple topics on the same subject: `foo#123` and
`bar#123` are distinct but share the same multicast group. Inconsistent
pins converged by the CRDT protocol: `foo#123`, `foo` (unpinned), and
`foo#42` all converge to `foo#42` (smallest pin).

- Topic hash is now computed independently from the pin expression.
`foo` and `foo#123` are recognized as the same topic (and the non-pinned
one will be pinned by the consensus protocol).

- Using canonical decimal notation for the pin expression now.

- Simplified the naming API.
