Wire tsarina to use hitlist for all data management

tsarina.downloads is now a thin re-export of hitlist.downloads.
All data registration, fetching, path resolution, and CLI commands
delegate to hitlist. Single shared registry at ~/.hitlist/.

tsarina no longer has its own data management code -- hitlist owns
the IEDB, CEDAR, HPA, and viral proteome downloads.
