Unhide skill CLI commands and update toolhive-cli-user skill (#4443)

Unhide skill CLI commands and document them in toolhive-cli-user skill

The skill subcommands (install, uninstall, list, info, build, push,
validate) are ready for release. This removes the Hidden flag from the
parent `thv skill` command and adds comprehensive documentation to the
toolhive-cli-user agent skill covering all seven subcommands, their
flags, and usage examples.
