chore: remove inlineFavoriteInNameColumn feature flag (#11686)

- [x] Remove `inlineFavoriteInNameColumn` from `IFlagKey` union in
`src/lib/types/experimental.ts`
- [x] Remove `inlineFavoriteInNameColumn` flag entry from flags object
in `src/lib/types/experimental.ts`
- [x] Remove `inlineFavoriteInNameColumn?: boolean` from
`frontend/src/interfaces/uiConfig.ts`
- [x] Remove `inlineFavoriteInNameColumn: true` from `src/server-dev.ts`
- [x] Clean up `FeatureToggleListTable.tsx`: removed flag usage, removed
separate favorite column (disabled path), kept inline
`FavoriteIconHeader` (enabled path), removed unused `FavoriteIconCell`
and `useUiFlag` imports
- [x] Clean up `ProjectFeatureToggles.tsx`: removed flag usage, removed
separate favorite column (disabled path), kept inline
`FavoriteIconHeader` (enabled path), removed unused `FavoriteIconCell`
and `useUiFlag` imports
- [x] Fix biome formatter: collapse short `useMemo` dependency array to
