fix(ci): use semantic-release@25 with OIDC trusted publishing

Upgrade to semantic-release@25 (which bundles @semantic-release/npm@13
with trusted publishing support). Use Node 22 (required by sr@25).
Remove NPM_TOKEN (replaced by OIDC). Grant contents:write for
semantic-release to push tags and create GitHub releases.
