docs: clarify Serverless v3 / Node.js 20 support and upgrade webpack example runtime (#393)

Add a prominent notice to the README clarifying that this project
supports Serverless Framework v3 and Node.js 20, and that upgrading to
Node.js 22 requires Serverless v4. Invite users to open issues or PRs
if they want v4/Node 22 support. Also update the outdated prerequisites
section and bump the webpack test project runtime from nodejs12.x to
nodejs20.x.
