fix: filter program ingestion to sonde ELF section (#538) (#548)

Change ingest_elf to call get_programs("sonde", ...) instead of
get_programs("", ...), so only programs in the SEC("sonde") section
are extracted. Helper functions in other ELF sections (e.g. .text)
are now correctly ignored.

Spec changes:
- GW-0401 criterion 6: ingestion MUST filter to sonde section
- Design 8.2 step 3: document get_programs("sonde", ...) call
- T-0413: new validation test for multi-section ELF filtering

Code changes:
- program.rs: pass "sonde" to get_programs section filter
- Update existing tests to use make_sonde_elf (sonde section)
- Remove unused make_bpf_elf/make_minimal_bpf_elf (.text helpers)
- Add ingest_elf_multi_section_filters_to_sonde test (T-0413)
