chore(llama): roll forward llama.cpp to b8547 and stabilize Heimdall runtime

Upgrade the vendored llama.cpp integration from b8157 to b8547 and
synchronize NornicDB's build pins, Docker builder tags, and local llama
artifacts.

Changes:
- bump llama.cpp version pins to b8547 across build scripts and Dockerfiles
- rebuild shipped lib/llama artifacts and update VERSION metadata
- fix scripts/build-llama.sh for macOS Bash 3.2 compatibility
- update Heimdall+BGE Docker images to enable embeddings by default
- make arm64 metal Heimdall image prefer local models/ before downloading
- fix CGO generation context initialization to avoid macOS segfaults after the upgrade
- add regression coverage for generation context resolution

Validation:
- pkg/localllm resolution tests pass
- pkg/heimdall tests pass
- arm64 metal Heimdall image builds successfully
