Downgrade non-default agent CLI failures to warnings in config validate

handleConfigValidate treated every preflight CheckFailed as a validity
error, including claude/codex not being installed. When the configured
default agent is something else (ollama, API agent, custom), missing
CLI agents are irrelevant and should be warnings, not errors. This
fixes TestGlobalHandleConfigValidate_AllowsOllamaDefault in CI where
neither CLI agent is present.
