Add ci-quality and ci-test Make targets for CI without Tauri

The CI test job runs make quality which includes cargo fmt/clippy for
Tauri, but has no Rust toolchain or GTK/glib system deps installed.
The dedicated tauri CI job already runs the same Rust checks. Add
ci-quality and ci-test targets that exclude Tauri checks, and use
them in the CI workflow. Local make quality/test remain strict.
