- Update agent files (docstring-fixer, python-expert, qa-fixer,
  release, wiswa-sync, workflow-shellcheck) with improved formatting
  and clarified rules
- Update ci skill with minor wording and formatting fixes
- Add 'actions' language and path filters to CodeQL workflow
- Fix shell injection in publish and release workflows by using
  environment variables instead of template expressions in bash
- Add path filters to QA workflow for toml files
- Skip coverage upload on pull requests in tests workflow
- Bump uv-pre-commit 0.10.12 -> 0.11.1
- Bump check-jsonschema 0.37.0 -> 0.37.1
- Remove .libjsonnet from prettierignore (replaced by .libsonnet)
- Update CITATION.cff date
