Fix typo in assign_project, thumb fallback, and next_thumb_image query

- Fix @filed_slip typo to @field_slip in assign_project so the
  fallback to field_slip.project works when project_id param is absent.
- Use next_thumb_image in ensure_thumb_image so sibling occurrence
  images are considered when all own images are removed.
- Fix next_thumb_image SQL: use observation_images join table (not
  images_observations) and correct the subquery to exclude self.

Addresses Copilot review comments on PR #3988.
