feat: add TMP102 handler plugin and example handler config (#489)

- handlers.yaml: catch-all handler config for the gateway
- tmp102_handler.py: decodes TMP102 6-byte payloads and writes
  JSON lines to temperature_log.jsonl
- send.c: fix static const → stack variable (avoid .rodata map)
- tmp102_sensor.c: fix static const → stack variable
