feat: add severity system and strict mode to linter (#47)

- add Severity type (Error/Warning) to validate.Error
- color findings by severity: errors red, warnings yellow
- split summary: errors-only, warnings-only, or mixed format
- add --strict flag to treat warnings as errors
- auto-enable strict when CI env var is set
- add Strict field to validate.Options
