feat: add config system with .terranoodle.yml support (#46)

- add internal/config package with load, save, discover, merge, and
  rule resolution
- support both project (.terranoodle.yml) and global
  (os.UserConfigDir/terranoodle/config.yml) config files
- support dual rule config format: bool short form and object long form
  with per-rule options
- add terranoodle config subcommand (get, set, list, init)
- add --config flag to lint command for explicit config path
- integrate config into validator with rule filtering and exclude-dirs
- directory-pattern overrides with glob matching (eslint-style)
