fix(qual): update LLM prompts for consistency DEV-1912 (#6859)

### 📣 Summary
Aligns LLM prompts with the current wording and formatting in POC
implementation and fixes a bug where hints were silently dropped on
select_one questions.

### 📖 Description
- Fix: select_one prompt was missing `{{hint}}` placeholder
- Tune: select_multiple example now shows 2 TRUEs to better represent
the expected multi-select response format
- Tune: temperature 0.1 → 0
- Style: numbered choices, consistent hint/rule formatting
