docs: replace Dispatcher with IAct across all docs and fix diagram event centering

Update all documentation, skills, and Docusaurus files to reflect the
Dispatcher → IAct rename. Fix dispatched event nodes in reaction chains
to vertically center with the state box instead of spreading across
sub-chain heights.
