Refactor the icon component to match new CSS var pattern and apply config module (#2722)

This PR primarily refactors the icon component to the new CSS variable pattern. This pattern applies CSS variable references along with smart fallbacks. This replaces the initial Sass variable solution for component customization. This refactor also implements the configuration module to help control CSS output. The documentation has also been updated to reflect these changes.
